You could make mods before, but now you can make them with the source code, which means better, more functional, better mechanicaly coded mods? Noice. Redisribute for free on steam? I guess if the workshop gets expanded? Or its fine as is and can be put there along with all the ussual stuff, okay. Classic & Open Fortress, i dont know the latter one i dont think, but legal & breedable? So no more red tape, no more caution, no beating around the bush and working with limitations, the floodgates are wide and open, awesome, it just took too damn long to get here though. I guess it makes you wonder how will the current fan projects will expand now. I wonder why they did this though, not sure if its a bad sign of the devs abandoning this, but Bethesda, they been giving development kits out always, so, yeah.

it means people are free to make mods using TF2's source code, and they may also redistribute it for free on Steam.
