Judging from his actions he is a procurer and a slaver. He gives you two options, join or die. He can open portals to earth and knows how to safely store humans in suspended animation for many years. He is not all powerful or the Vorts would not have been able to slow him down. His use of language is remenscent of "Max Headroom" who was a holographic digital construct. I would judge him to be an Avatar of an unknown individual or group.

Personally, I feel as though G-Man is more of the catalyst of the Half Life series. Starting back with HL:1. it was G-Man who gave Eli Vance that crystal which single handedly caused the renaissance cascade. Whether or not G-Man has permission to do such things is of no concern to him, he's simply the middleman/catalyst. Its sort of like those Limitied Liability things, G-Man is an indirectly associated entity and not a corporation out to cause mischeif.
If any of this actually makes any sense.
Oh, I agree with dzimmerm, he's not human BUT he is not an avatar either. Not of Xen decent, based on what he said in HL:1 ( i think) "The borderworld, Xen, is in our control, for the time being... thanks to you."
