He uses stolen accounts to tell people that the stolen account has accidentally reported them and that they need to contact George Scot -Gov (SR) to resolve the matter. George Scot -Gov (SR) then asks them for their steam info and banking details. The following day the account he "helped" then sends the same "I accidentally reported you" message to the friends of that account and so starts the process of him stealing more accounts and possibly personal banking details. This account (George Scot -Gov (SR)) is part of this steam group.
