ISSUE
Steam Remote Play Client with Hardware Decoding does not work. Video is not decoded at all on the client side while audio and input appear to work. The streamed screen is entirely black. Performance detail overlay indicates no decoding occurs.

Processor: AMD Ryzen™ 9 6900HS
GPU: AMD Radeon™ RX 6700S

STEPS
1. Launch Steam from the terminal using `steam` (this results in the iGPU being used for Steam itself)
2. Click "Steam" -> "Settings" -> "Remote Play"
3. Enable "Advanced Client Settings"
4. Ensure that "Hardware Decoding" is enabled
5. Click "Connect" (on a paired machine)

RESULTS
The streamed display does not decode and results in a black screen with working audio and controls.

EXPECTED
Streaming should work in all aspects

WORKAROUND
Disable Hardware Encoding. But this results in very poor decode performance.
