ISSUE
Only controller 1 can send inputs to the game using Remote Play together. (Exact same test configuration worked around a week ago, we tried multiple games/controllers/hosts)

STEPS
Launch a Steam game
Open the SHIFT + TABS menu
Invite a friend to Remote Play
Invited user joins, sees and hears the stream

RESULTS
Invited users can not send any input to the game unless the host placed himself as another controller than 1 and then invite a friend. The friend will be placed in first position in the remote play controller's menu and will be able to control the game while the host will not be able to control anything.

EXPECTED
All users should be able to send inputs to the game.
