this filter is staying on, even with it turned off in my settings
i have all filtering turned off so i can see all strong profanity or slurs, but all strong profanity or slurs are all still being filter and nothing i tryed has fixed it. all strong profanity or slurs are still being filtered all over steam, as if the filter setting was still on, but it is set to off.

I have the same issue and I can see there is nothing to do about it except waiting for steam to release a patch. I turned off filtering and under the Chat tab in Friends List Settings still says it's turned on. It's been 2 years since you posted but I can confirm that this problem didn't solved yet.
