Sorry to necro this but did you figure this out?
I still don't know why it happens, but I tested a fresh install of Linux Mint and it didn't have the issue. I'll report back if I can narrow it down to a specific cause.
My problem is that I have saved a 49 second clip of a game & when I attempt to export it I get the message that says "Failed to export. Try Again. (2)". I get the same message when I try other methods too.
Christ, Valve needs to get their ♥♥♥♥ together and fix this. At the very least they could give an error code that EXPLAINS what the error is - every single post I've found will show that it says either 2 or 10, but no one has yet been able to offer an idea for what any of those are.

apparently it has to do something with H.265
It since stopped working for me again, and I don't use H.265. I've dealt with this nonsense for so long that I have a janky workflow to manually export the recordings. Sure would be nice if the easier way actually worked.
