Try restarting Steam, checking the "Friends & Chat" settings to ensure animations are enabled (cog icon > Friends List > Enable Animated Avatars/Frames), and if that fails, it might be a server-side issue.

Valve enabled animated avatars / frames on all forum posts (such as this page, for example).
Then users (including myself) complained about this (because it was very distracting).
I also posted a request for this in the accessibility thread in the Steam beta group.
That post seems to have been read by someone, because the next day the animations were disabled again.
However, as a side effect the avatar animations are also disabled on the profile page itself.
Because it's the exact same avatar frame as on the forums (just bigger).
If you really want to enable animations again:
- Turn off "Reduce motion" in the Steam client
If you are using a browser, there are multiple settings which might impact this:
- Your browser might have a setting for "Reduced motions / animations" which is enabled
- If you turn off animations in your operating system, this will also be treated as "Reduced motion" by your browser
In Steam:
Make sure "Reduce Motion" in Settings > Accessibility is turned off.
In Windows 11:
Check in Settings > Accessibility > Visual Effects and make sure animations are enabled.
Avatars and frames stopped being animated only in the profile itself. However, they continued to move in the mini-profile and all other submenus.
Fix: Windows 10 System Properties - Advanced - Settings - Visual Effects - On checkbox "Animated controls and elements inside windows"
