A little test about a claim from Denuvo Defenders
Denuvo Defenders frequently state that you need to have a connection to steam servers in order to boot any game without a connection for the first time. I tested four games that I have never booted before and grabbed a screencap of one.

https://steamcommunity.com/sharedfiles/filedetails/?id=3582495224 It can be seen here. Now I could be wrong and Steamworks DRM requires a connection for the first boot. But I did this during our brief unscheduled downtime on Steam just now.

Steam games used to require a one-time activation by launching the game once after installing it. Valve progressively moved the first-time activation process to the installation process some years ago so it's not needed anymore.

The Steamworks documentation unfortunately does not mention that fact and the offline mode manual still mentions launching the game once after installation but not as a requirement, rather as a precaution as there could be more redistributables required on some games.
