Short version: Mobile games are different licenses. Emulation on mobile devices have its limits.
Steam sells PC games.

Mobile devices are not designed to play PC games.

What stops you? You have both, apps like winlator or winboat, and native terminal app with full linux distro built into your android OS, now with graphical acceleration. If your device is powerful enough to run any game from the last 15 years is questionable, but that's on you.

I replied, saying that you can do that. Any relatively modern device, powerful enough to actually run a game, can run steam and steam games.

With linux and windows being trivial, I assumed you meant other operating systems, such as android, ios, symbian, grapheneos (pixels have ♥♥♥♥ GPU, though), maemo, meego, tizen, etc. so I listed some methods of how to run steam games on those systems. I do not own any device with ios (apple lol), so I don't know about that, but I have successfully run steam on all of those other systems without much trouble (I don't recommend running PC games on old symbian-based Nokia, but it's doable).

This is true. I have games on both PC and Android from EGS, and if I want a particular game on both, I have to purchase it from each storefront. Fortunately, the Android EGS does free premium games like they do on PC.
