The other is the game's publisher manage subscriptions, so whether they want to provide the option Valve won't override those decisions. Expect a lot of publishers to decline the offer.
So just purchasing a block of time.
I've never liked subscriptions and always did this when ever I could or I would subscribe and immediately cancel as that typically locked in that 30 days.
I could support such an idea, ya. Especially with games and/or services that had subscription options.
Downside is those places also rely on user forgetting and maybe against it.
