Look, I don't know if your hardware/software is fine so I won't bother commenting on that. I'm not some tech guru that can diagnose stuff based on random words.

That said, I did play a lot of Payday 2. That game was for a long time notorious for long updates over small patches due to the way the game was packaged. The client basically had to unpack a large file, apply the patch, repack it... you get the idea.

Wait a min. I just opened my ♥♥♥♥♥♥♥ eyes. 3mb/s? What kind of install speed is that. Okay, that's kind of worse than Payday 2. Forget I said anything.

WWM is installed on my HDD which will be slower. Thing is I don't think 3mb/s is normal even on a hdd because that is really really bad. Marvel rivals is installed on my ssd, however when i update rivals, i check my task manager and it uses the HDD to update

I'm not a complete pro. But, even in the worst possible conditions my father can transfer several time faster on his external HDDs. I mean, HDDs are slow but not 150mb in 2 hours kind of slow unless it's a Payday 2 situation on absolute overdrive.

yes it never used to be this slow i could update/install most games less than an hour even with hdd now im waiting hours even on small updates

When was the last time you defragged your HDD?

When was the last time you did a disk check on your HDD?
