Buying game

My steam store country doesnt have games that i want to buy ex. gow 2, so if i want to buy it what should i do? i got money and i cant buy what i want legally?

edit: i already bought it with a very respectable price and i dont even need steam

Emigrate to a country where those games aren't banned, get residence in that country, get a payment method registered to your address in the country and while making purchase using that payment method change your store region to that country.

Changing their store region won't help.
There are other requirements in place that prevent users from region hopping.
