Dollars spent into points already has a conversion rate. Why wouldn't the reverse also be valid?
I wouldn't see them making this possible anyways. That isn't how you make money.

It is their house essentially and they would have the final say in this surely. But look what all they host here? But if they only do Valve games would that not be like unto a monopoly?
No. Legally, those are the only games Valve can do it for. They'd have to renegotiate all contracts with any third party to allow those titles into such a program. It'd be a massive waste of time and resources for little to no benefit.
Oh the irony.
