And always the same. For a brief second cursor changes as if it's loading something, game goes green in steam and shows that it's running, then everything reverts to normal. Doesn't even try to launch a window, it's not run->open->brief black screen, then crash with an error message or something, it's just straight up run->nothing.
maybe reinstall the Steam Client

Make sure it hasn't quarantined something in the game or Steam (likely the game in this case).
If there's anything in there, make an exception for it.
1 - Verify game files.
2 - Is there a remote chance a 3rd party app is conflicting with the game? Try to go into task manager (ctrl+shift+esc) and close any app not "vital".
3 - Do you happen to use multiple screens, a high refresh rate monitor, or something the likes?
4 - Unlikely but, chances on having an antivirus that's not the windows integrated one blocking the game?
Edit, cross out number 4, just read you tried it in your last post.
1. Rebooting (several times)
2. Running as admin, both Steam and the .exe from the folder
3. Running in compatibility mode
4. Disabling all security sofware
5. Updating GPU and Windows drivers
6. Making sure the game is using dedicated GPU in Nvidia control panel
7. Uninstalling and redownloading from scratch
8. Moving to SSD
9. Veryfing game folder
10. Crying
