Thats because you have to install it separatelly (for windows), if your card supports it, and then the game will let you select it. I had the same problem as you (game switching back to d3d) then i did some research and installed the files and since then (several updates ago) it goes smooth. I think you can search steam forums for "how to install vulkan" and follow the steps (i think i got the info that way)
